I'm not sure about the best way to phrase this, but I wonder whether the "Accessibility for?" section might be used to address all manner of access questions, both those brought on by differing abilities of the user as well as the different capabilities of the user agent?

This is an admittedly broad interpretation, but I believe it ultimately is the most useful to ensure inclusion for everyone. Otherwise, I fear that the focus may be on serving one group of users over another (i.e. those with low vision or colorblindness over those whose only access to technology such as a simple cell phone), leaving resources which fall short of being truly open to everyone.
